stage_host_installer_input: Materialize the complete installer-secret input for one host. Router policy travels with the host SOPS file so a refresh cannot replace it with YAML only.
stage_hosts_installer_input: Materialize one immutable installer-secret input for an already-selected host set. This keeps selected output evaluation batched without exposing secret values in canonical JSON or plans.
